Prof. Serge Hurtig, one of IPSA's pillars, passed away on December 1, 2019 in his home, surrounded by his loved ones, at the age of 92. On behalf of IPSA family and the global political science community, our deepest condolences go to Professor Hurtig’s family and loved ones.
 
Prof. Hurtig was a fervent believer in international cooperation after the Second World War and was at the heart of IPSA almost since its very beginnings, having attended its first World Congress in The Hague in 1952.
 
 
IPSA'S 70TH ANNIVERSARY IN PARIS 
 
IPSA celebrated its 70th anniversary at its founding location in Paris, in collaboration with the French Political Science Association, La Sorbonne University, the Konrad Adenauer Foundation, the American University of Paris and the American Political Science Association.
 
The event, held on 21-22 November 2019, brought together IPSA past and current Presidents, Secretary Generals, Executive Committee members, National Associations, Research Committees, scholars and graduate students.
 
 
APPLICATIONS FOR TRAVEL GRANTS ARE NOW OPEN
 
WC2020 Congress participants who live and work in developing countries and hold a role in the Congress Program are eligible for travel grants.

IPSA WELCOMES TWO NEW
COLLECTIVE MEMBERS
 
We are pleased to announce that the Latin American Political Science Association (ALACIP) and the Ecuadorian Association of Political Science (AECIP) have joined IPSA as Collective members.
 
ALACIP and AECIP will be voting members at the next IPSA Council, to be held in conjunction with the 2020 World Congress of Political Science in Lisbon, Portugal.
 
 
MEISEL-LAPONCE AWARD 2020
 
The IPSR editors are delighted to announce that the winners of the 2020 Meisel-Laponce Award for best article in IPSR are Kim Strandberg, Staffan Himmelroos and Kimmo Grönlund for their article Do discussions in like-minded groups necessarily lead to more extreme opinions? Deliberative democracy and group polarization.
 
The Meisel-Laponce Award was established in honour of John Meisel and Jean Laponce, the first two editors of IPSR. It is jointly sponsored by IPSA and SAGE Publications and is awarded every two IPSA World Congress for best article published in IPSR during the previous four years.
 
IPSA AT MONTREAL'S INTERNATIONAL ORGANIZATIONS DAY
 
IPSA Executive Director Kim Fontaine-Skronski represented IPSA and gave a speech at the panel discussion titled “How to Foster Academic Exchanges and Promote Research through International Organizations?" as part of the 5th edition of the International Organizations Day, organized by Connexion internationale de Montréal (CIMtl).
 
Representatives of two other Montréal based organizations - Valérie Caron, Development Officer at Agence universitaire de la Francophonie (AUF) and David Julien, Executive Secretary-General of the Inter-American Organization for Higher Education (OUI-IOHE) - also participated in the panel.

What’s New on the IPSAportal?
 
1. Open Educational Resources (OER) are diffusely considered as a strategic resource to enhance democracy, starting from the democratization of education and their role in achieving United Nations Sustainable Development Goals. In June 2019, the Paris intergovernmental meeting brought together government delegates, experts from the education and library sectors as well as open education advocates to work on a draft of recommendations to advocate global investment in five areas supporting OER: capacity building, developing supportive policy, ensuring inclusive and equitable access to quality OER, sustainability models for OER, and international cooperation. The reviewed Draft Recommendation on Open Educational Resources is now available on the UNESCO website. (Thematic Networks on the IPSAPortal)
 
2. A new Pew Research Center survey – on China’s economic growth mostly welcomed in emerging markets but neighbours wary of its influence – explores public opinions' attitude towards China, emerged in recent decades as a global economic superpower: The second-largest economy, the largest exporter by value and a big investor in overseas infrastructure and development. The research highlights the positive view of China’s economic stature, particularly in emerging markets, where people generally see China’s growing economy as a good thing for their country and believe in its positive influence on their country’s economic affairs. However, China's military growth is not very welcomed, especially for its neighbours, that rather see U.S. economic influence in their country positively. (Research Institute on the IPSAPortal)
 
3. Since 2002, the European Commission regularly measures public perceptions among citizens living in the Euro area countries. The last Flash Eurobarometer includes evaluation of: support for the Euro at national and at the EU level; the perceived ease of handling and the views on the number of different value coins available; the persistence of the use of citizens of converting prices from euros to their former national currency; the impact the Euro has had in relation to travelling abroad in other EU countries; the perceptions of coordination among Euro area governments; views on the need for economic reforms.
